かつて「架上市」と呼ばれていた関東地方の一中核都市は、数年前一夜にして混沌の魔力が渦巻く〈深淵〉と接続、超常現象が跋扈する魔界都市と化した。
正体不明の不死身の"魔女"たちの出現に対し、政府は当該都市圏を外部から隔離封鎖、遺棄地域として国土上から抹消。
一度はゴーストタウン化した旧架上市だったが、犯罪者や不法滞在の外国人、娑婆では生きていけなくなった多重債務者などが逃げこんで住みつき、更にそれらを食い物とするヤクザやイリーガルな商売人、売春婦なども流入。
数年をかけて15万人ほどが非公式に存在する治外法権都市となった「邪法街」で、ある男と一人の"魔女"が出会った時、物語は幕を開ける。
あらゆる法の及ばない邪悪で危険な都市で、一人の男と"魔女"たちの過酷な運命が動き始める。
